I think Lucia is most likely to have the most inaccurate recall of the event. She was walking to the street adjacent to the crime scene. There is no way she can identify the thief. She may some assumptions of what happened, but she might not have an accurate information to give.
If I were permitted to ask three questions in total, I would ask:
Stephen, would you be able to give me a detail information about the event, please? He has more relevant sources to tell me about it.
Lucia, give me your own point of view of the event occurred? She may give her own opinions without considering all the facts.
Andrew, can you give me a timeline of the event? He may give his own assumptions about what happened. He may not have all the facts, but I can have something out of it that may be useful.

As the robber was trying to flee, he may have run or walked near Lucia, and even though she was decompressing from work, I think she would notice someone fly past her. Since Andrew was sitting the farthest away, I would ask him if he saw which direction the robber went. Because he was in the park across the street, he had a wider perspective of the street. He may have seen which direction the robber ran.
